SWAC functions now covered by CMEQ
CCAG is the officially designated Local Task Force (LTF) in San Mateo County and as such functions according to the duties set forth in state law (AB 939) and the regulations of the California Integrated Waste Management Board. The role of the SWAC was to assist the CCAG/LTF in reviewing and commenting on the elements of the Countywide Integrated Waste Management Plan, namely the County’s and each city’s Source Reduction and Recycling Element, Household Hazardous Waste Element, Non-Disposal Facilities Element; the countywide Siting Element and the countywide Summary Plan. The current level of involvement of the LTF is small and consists of reviewing proposed revisions or updates to these documents. Therefore this responsibility has been transferred to CMEQ, which would advise CCAG as needed.
Also, an informal Countywide Recycling Committee functions under CCAG and CMEQ's umbrella to bring together representatives of the various jurisdictions and agencies, nonprofits and businesses to work together on shared goals and objectives. The Countywide Recycling Committee addresses issues that are multi-jurisdictional and is used to keep staff and interested parties aware of legislative and regulatory changes, what other cities are doing, what is being done by the County, and of new developments in the field. About the Solid Waste Advisory Committee
The SWAC is a subcommittee of CCAG, which is convened when solid waste and recycling issues are brought to the CCAG and need to be reviewed in more detail than is possible for the full CCAG. The CCAG is the designated Local Task Force (LTF) in San Mateo County and as such functions according to the duties set forth in state law (AB 939) and the regulations of the California Integrated Waste Management Board. The principal role of the SWAC has been to assist the CCAG/LTF in reviewing and commenting on the elements of the Countywide Integrated Waste Management Plan, namely the County’s and each city’s Source Reduction and Recycling Element, Household Hazardous Waste Element, Non-Disposal Facilities Element; the countywide Siting Element and the countywide Summary Plan.
